About the event
The Western States Organized Retail Crime Alliance (WSORCA) is pleased introduce the Traveling Organized Retail Crime Hub (TORCH) initiative. Join us on November 17 from 1:00–3:00 PM PST for the first national call addressing traveling ORC groups and investigations.
What began as a need identified in the Western States has grown into a national initiative, shaped by feedback from ORC investigators, retailers, law enforcement, and ORCA leaders from across the country.
Building on the success of national ORC initiatives, such at the ORC blitzes led by the Cook County Regional Organized Crime Task Force (CCROC) and the Cook County States Attorney's Office, TORCH will bring partners together to share information, strengthen collaboration, and help identify and disrupt traveling ORC crews operating across jurisdictions.
We are grateful to the ORCAs and partners who have helped shape this initiative and look forward to the new partners supporting as we continuing to work together to make a meaningful impact.
Meeting Objectives:
Identify and examine top traveling crew offenders operating regionally and nationally
Assess affected retailers and jurisdictions
Share actionable intelligence and investigative strategies
Strengthen cross-state collaboration and coordination
Enhance partnerships among investigators and multi-state stakeholders
Support multi-retailer investigations
Clarify investigative strategy and case jurisdiction
Connect appropriate partners to ensure case alignment
Advance cases toward arrest and prosecution
This meeting is intended to enhance communication, improve information sharing, and promote coordinated enforcement efforts throughout impacted regions.
We look forward to working collaboratively to strengthen our collective response to organized retail crime.
If you would like to present a traveling crew offender impacting multiple states, please submit relevant information to WSORCA directors jeremy.girard@target.com and ed@wsorca.org
